Soon, testing for malaria, cancer at home via cheap paper strips!

 Soon, testing for diseases like malaria or cancer may get a lot easier and simple as testing your blood sugar or taking a home pregnancy test.
The Ohio State University chemists are developing paper strips that detect diseases including cancer and malaria.
The new system will make it affordable for anyone to get medically tested, at costs as low as 50 cents per strip.
Researcher Abraham Badu-Tawiah explained that the idea is that people could apply a drop of blood to the paper at home and mail it to a laboratory on a regular basis and see a doctor only if the test comes out positive.
The researchers found that the tests were accurate even a month after the blood sample was taken, proving they could work for people living in remote areas.
The patent-pending technology could bring disease diagnosis to people who need it most--those who don't have regular access to a doctor or can't afford regular in-person visits, Badu-Tawiah said.
"We want to empower people. If you care at all about your health and you have reason to worry about a condition, then you don't want to wait until you get sick to go to the hospital. You could test yourself as often as you want," he said.
The technology resembles today's "lab on a chip" diagnostics, but instead of plastic, the "chip" is made from sheets of plain white paper stuck together with two-sided adhesive tape and run through a typical ink jet printer.
Instead of regular ink, however, the researchers use wax ink to trace the outline of channels and reservoirs on the paper. The wax penetrates the paper and forms a waterproof barrier to capture the blood sample and keep it between layers. One 8.5-by-11-inch sheet of paper can hold dozens of individual tests that can then be cut apart into strips, each a little larger than a postage stamp.
"To get tested, all a person would have to do is put a drop of blood on the paper strip, fold it in half, put it in an envelope and mail it," Badu-Tawiah said.
The technology works differently than other paper-based medical diagnostics like home pregnancy tests, which are coated with enzymes or gold nanoparticles to make the paper change color. Instead, the paper contains small synthetic chemical probes that carry a positive charge. It's these "ionic" probes that allow ultra-sensitive detection by a handheld mass spectrometer.
The university will license the technology to a medical diagnostics company for further development and Badu-Tawiah hopes to be able to test the strips in a clinical setting within three years.
In the meantime, he and his colleagues are working to make the tests more sensitive, so that people could eventually use them non-invasively, with saliva or urine as the test material instead of blood.
Badu-Tawiah conceived of the papers as a way to get cheap malaria diagnoses into the hands of people in rural Africa and southeast Asia, where the disease kills hundreds of thousands of people and infects hundreds of millions every year.
As per the World Health organisation (WHO), bbout 3.2 billion people - almost half of the world’s population - are at risk of malaria.
The research team claimed that the test can be reconfigured to detect any kind of antibody-producing disease, including ovarian cancer and cancer of the large intestine.
The study has been published in the Journal of the American Chemical Society. 

Atmosphere of ancient Mars had high levels of oxygen: NASA

 NASA draws parallel between ancient Mars and the Earth in terms of presence of oxygen and suggested that the atmosphere of the Red Planet had high levels of oxygen than it has now.
This research was done on the basis of chemicals found in Martian rocks by NASA's curiosity Mars rover. A laser firing instrument on the rover also helped in detecting high concentration of manganese oxide.
NASA researchers still don't have any clear idea about the past life on Mars. But they do have a theory that suggests that at one point in distant past, the Red Planet had both water and protective magnetic field just like our home planet.
However, as soon as magnetic field disappeared, the high radiation ionized the water and splitted its molecules into hydrogen and oxygen. And eventually planet's famous red-oxide rocks absorbed much of its oxygen.
So, on this basis scientists believed that early Mars had more oxygen than the Earth.

Instead of holidaying in Bangkok, Ravi Shastri should have been physically present for high-profile coach interview: Sourav Ganguly

 Former Indian skipper Sourav Ganguly on Wednesday slammed Ravi Shastri for his comments post the high-profile interview process conducted by Cricket Advisory Committee (CAC) for the post of the Indian coach.
According to a report on CNN News 18 channel, Ganguly, who was absent during Shastri's interview, said that the Mumbaikar should have been physically present for the interview instead of enjoying his vacation in Thailand.
"He has given me an advice that next time when there is such meeting, I should be present. I also have an advice for him. When the coach of India is selected, he should be in front of the committee giving his presentation, instead of spending Holiday in Bangkok," the former Kolkata batsman said.
Ganguly further added that he was severely disappointed since the remarks have come from someone who has been a part of various BCCI committees for the last 20 years.
Speaking to reporters, Ganguly said, "I am extremely saddened and disappointed by Ravi Shastri's comments...I was reading it in couple of newspapers in last three to four days but chose to ignore it. Especially from someone who has been in BCCI committee for the last 20 years."
Post the interview, Shastri was the one who informed media that Ganguly's absence during the interview.
Further slamming Shastri for his remarks, Ganguly added, "I feel that the comments are very personal. He is living in a fools world if he thinks he is not the coach of India because of me. There are people who are more reputed in the committee than I am."
Despite being one of the top contenders for the role, Shastri lost the job to Anil Kumble, who is said to have made a detailed presentation before CAC comprising Ganguly, Sachin Tendulkar and VVS Laxman.

7th Pay Commission: 23.5% hike in salaries, minimum pay increased to Rs 18,000 per month; arrears to be paid this year

The Cabinet, headed by Prime Minister Narendra Modi, Wednesday cleared the recommendations of the 7th Pay Commission according to which the overall hike in salary and allowance of central government employees and pensioners comes to 23.5 percent.
"The recommendations of the Pay Commission with respect to pay and pension, have been accepted by and large by the government. And those recommendations will be implemented with effect from January 1, 2016, and the arrears would also be paid in this year," Finance Minister Arun Jaitley told reporters here after the Cabinet had approved the recommendaions.
The Finance Minister said the government is "not surprised" at the additional expenditure, which is estimated at Rs 102,100 crore as per official estimates.
The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year.
 The new scales of pay provide for entry-level basic pay going up from Rs 7,000 per month to Rs 18,000, while at the highest level i.e. Secretary, it would go up from Rs 90,000 to Rs 2.5 lakh. For Class 1 officers, the starting salary will be Rs 56,100.
The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

Clinton leads Trump by 11 points in US presidential race: poll

Democratic presidential hopeful Hillary Clinton posted an 11 percentage point lead over her Republican rival Donald Trump, according to a Reuters/Ipsos poll released on Tuesday, a small decline since late last week.
The June 24-28 poll showed that 45.3 percent of likely American voters supportClinton while 34.1 percent support Trump, and another 20.5 percent support neither.
Clinton's lead was 14 points on Friday, though she has generally been widening her advantage over the New York real estate magnate since mid-May, when the two were nearly tied.
The former secretary of state, senator and first lady was bolstered in recent days by endorsements from members of the Republican establishment, including Henry Paulson, Treasury secretary under former President George W Bush.
Her Democratic rival Bernie Sanders, a USsenator from Vermont, said last week he would vote for her to stop Trump even though his campaign said this was not a formal endorsement.
Clinton is struggling to win over Sanders supporters after a hard-fought campaign for the nomination. Critics have assailed her over her handling of emails and a 2012 attack on a US mission in Libyawhile secretary of state.
Trump got a brief boost in the days after the June 12 mass shooting in Florida, coming within nine points of Clinton as he fine-tuned a campaign promise to temporarily ban the entry of Muslim immigrants to shore up national security.
His level of support so far in June, however, lags behind what his predecessor, Republican White House hopeful Mitt Romney, received in the same period in 2012.
He has sparred with Republican leaders over his off-the-cuff rhetoric and lagged behind Clinton's campaign organization in both size and fundraising, worrying some of his allies.
The poll included 1,099 likely voters and has a credibility interval, a measure of accuracy, of 3.4 percentage points.

Pakistan cannot 'conquer' Kashmir through war: Hina Rabbani Khar

 Pakistan cannot "conquer" Kashmir through war, former foreign minister Hina Rabbani Khar has said while asserting that bilateral issues cannot be resolved in a "hostile environment".
"I believe that Pakistan cannot conquer Kashmir through war and if we cannot do that, the option we are left with is dialogue, and dialogue can only proceed with a partner with which we have normal relations and a certain level of mutual trust," Khar told Geo News.
She claimed that the previous Pakistan Peoples Party (PPP) government, despite being a coalition, tried its best to normalise ties with India through relaxation of visa rules and by normalising trade ties.
The Nawaz Sharif administration can do much more as it enjoys majority, she asserted.
"The issues between the two countries cannot be resolved in a hostile environment," the 38-year-old PPP leader said.
Khar, who was Pakistan's foreign minister from 2011 to 2013, maintained that the Kashmir issue can be resolved "if we continue to talk on the issue, then we will reach somewhere".
Asked about the military's influence on Pakistan's foreign policy, she said it is a diplomat's job to carry forward the military's perspective on issues where the military is a relevant stake holder.
Khar stated some people believe that the issue can only be resolved "if there is a BJP government in India and a military government in Pakistan".
She observed that it is a fact that military ruler Pervez Musharraf gave India adequate relaxation on the Kashmir issue during his tenure.
Asked about the recent downturn in Pak-US ties and the US' tilt towards India, the former foreign minister said the US tilt towards India is driven by economy, market and because of a wish to contain the rising power of China.
"Now let us ask ourselves, is US moving towards India because India is a nuclear state, or because it is a military power, no, it is people power and their democratic traditions, if we want to compete, lets compete on these grounds," said Khar.
Khar maintained that Pakistan's current foreign policy is "reactive and not active" as Pakistan is not taking its own line or direction but is only reacting on the circumstances arising in the region or world at large. 

EU meets without Britain for first time since Brexit vote

Europe`s leaders meet Wednesday without Britain for the first time following its shock decision to leave the EU, trying to pick up the pieces and prevent further disintegration.
The 27 remaining members of the bloc agreed to give Britain some breathing space on Tuesday, accepting that it needs time to absorb the shock of the Brexit vote before triggering Article 50 that will begin the formal divorce proceedings.
But German Chancellor Angela Merkel warned British Prime Minister David Cameron could not "cherry-pick" the terms of the exit negotiations, reflecting wider concerns that Britain`s departure could spark a domino effect of other states wanting to leave the EU.
Cameron flew back to London after Tuesday`s summit, as Scotland`s first minister headed in the opposite direction to test the waters in Brussels for her country joining the bloc as a separate entity.
Scotland overwhelmingly backed "Remain" in last Thursday`s vote, and a combative Nicola Sturgeon has said she was "utterly determined to preserve Scotland`s relationship and place within the EU".
That may require a second referendum on Scottish independence, which failed in 2014, with Sturgeon saying that the Britain of that time "does not exist any more" following the Brexit vote.
Five days after Britain voted by a margin of 52 percent to leave the bloc, unleashing turmoil on global financial markets, EU President Donald Tusk said that he understood that time was needed "for the dust to settle" before the next steps can be taken.
But European Commission president Jean-Claude Juncker said Britain did not have "months to meditate" and set a clear timetable for triggering Article 50 -- the EU treaty clause that begins the two-year withdrawal process -- after Cameron`s successor takes office in early September.Top of the agenda on Wednesday will be how the remaining 27 members of the bloc can increase unity after the shock of the British vote.
Cameron urged the EU leaders to consider reforming the rules of freedom of movement, which was one of the driving issues behind the surprise success of the "Leave" campaign and a concern that is shared by eurosceptics in other countries.
But European powers are loath to give Britain an easy ride as it leaves the EU, partly because they do not want to send a signal to other countries that may eventually head in the same direction.
Meanwhile Sturgeon will meet European Parliament President Martin Schulz and the heads of the parliament groups, but will not be sitting down with either Tusk or Juncker.
The prospect of a second referendum on Scottish independence throws the future of the United Kingdom into question, as the entire British political establishment is reeling from the shock Brexit vote.
Jeremy Corbyn, leader of the main opposition Labour party, vowed to fight on despite losing a crushing no-confidence vote among his party`s lawmakers.
A leadership challenge is likely, as the ruling Conservatives also select a new leader after Cameron`s resignation in the immediate aftermath of the Brexit vote.
The new Conservative leader, who would also take over at prime minister, is then expected to call a general election in order to firm up the party`s mandate.
This comes as Sturgeon`s Scottish National Party announced it would make a bid to take over as the official opposition party on the basis that Labour is not "prepared to assume office" as required by parliamentary practice.
Thousands of people took to the streets of London, which voted to stay in the EU by a 60 percent margin, to protest against the referendum result, waving EU flags and placards saying: "Stop Brexit" and chanting "Fromage (cheese), not Farage!".
Nigel Farage, head of the UK Independence Party and key figure in the "Leave" camp, told a jeering European Parliament on Tuesday that the joke was now on them.
"When I came here 17 years ago and I said I wanted to lead a campaign to get Britain to leave the EU, you all laughed at me," he said. "But you are not laughing now."

India's new developed surface-to-air missile likely to be test-launched today

India is likely to test-launch its newly-developed surface-to-air missile from a defence base off Odisha coast on Tuesday.
"Preparation for the maiden test has reached final stage and if weather permits it will be conducted from the Integerated Test Range (ITR) today or tomorrow," said an official of the ITR at Chandipur, about 15 km from Balasore.
The missile is a product of joint venture between India and Israel, DRDO sources said.
Apart from the missile, the system includes a multi-functional surveillance and threat alert radar (MF STAR) for detection, tracking and guidance of the missile.
The test-firing of the missile would be jointly carried out by Indian defence personnel, DRDO and Israel Aerospace Industries, they said.
As a precautionary measure, Balasore district administration, in consultation with defence officials, have made adequate arrangements to temporarily shift 3,652 civilians residing within 2.5 km radius of the launch pad No 3 of the ITR during trial time, officials said.
A district revenue official said seven hamlets have been identified within 2.5 km radius of the launch pad and people living there have been alerted through public address system today to shift to nearby shelter camps arranged by the administration.
Fisherman engaged in sea fishing along the Bay of Bengal in three coastal districts Balasore, Bhadrakh and Kendrapada have been warned not to venture into the sea during test launch time.

Sweden creates worlds first electric road

Sometimes vehicles will be too big and heavy to make them ideal candidates for full electrification. That doesn't mean, though, they can't be powered solely by electricity.
Proving that point, Sweden — in conjunction with truck manufacturer Scania — has created the world's first "electric road." It's a two-kilometer stretch of freeway in central Sweden with power lines stretched over the righthand lane.
Hybrid trucks specially fitted with a device called a 'pantograph power collector' can drive underneath the lines and tap into the power. When connected to the lines, they run completely on electricity. When they drive out of the right lane, the onboard engine kicks on, as it reverts back to hybrid mode.
The electric road was made thanks to a partnership between Sweden and truck company Scania.
The idea isn't exactly a new one. In fact, Seattle has been running electric 'Trollybuses' since 1940. Despite it not being exactly novel, Sweden's electric road — if given wide implementation — could help the country meet its goal of being fossil-fuel-vehicle free by 2030.
What's more, since it is a new application for old technology, it's a solution that doesn't have to wait for tech to catch up. By that I mean, this program could be expanded today and prove immediately effective. That's because it's not based upon far-off battery tech breakthroughs. Semi trucks could be electrified today, if we really wanted them to be.
Let this be a reminder to the rest of us; we can be making steps to solve pollution and global climate right now. Just because it's not sexy like a Tesla Model S doesn't mean it's not impactful.

Sure of winning 35/40 seats, says Kejriwal in Goa

Delhi CM Arvind Kejriwal meets family members of the fishermen community in Panaji, Goa.  Kejriwal is in Goa on a two-day visit. 

During his trip, he will interact with the fishermen community and the youth. 

"We are sure of winning 35 out of 40 seats in Goa. Our first priority is to curb corruption. We intend to start fight against drugs once we are able to stop corruption," Kejriwal said.

Kejriwal had visited the state last month where he officially announced the party's plan to contest elections in the state which is currently led by the BJP.

"Arvind Kejriwal will go to Goa on a two-day visit to assess preparations and meet members of the community,' said an AAP leader, who did not wish to be named. The AAP fancies its chances in the 40-seat assembly due to rising anti-incumbency in the state.

Anna Hazare unveils poster of his biopic

Anna Hazare has launched the official poster of director Shashank Udapurkar's "Anna", which is based on his life.

While Shashank is playing the titular role, Kajol's younger sister Tanisha Mukherji will be seen as a journalist.

The poster features Anna waving to his supporters.

"At the age of 25, I had decided I will serve my country till my last breath. My age is 79 today but my determination is same. Nothing is impossible," Hazare told reporters at the poster launch here.

"For the sake of the society and country, someone has to sacrifice his life. I chose not to get married and serve for the society. In a way, I don't have a family but I have so many people (common people), who are my family," he said.

Hazare said besides his much-revered anti-corruption fight, "Anna" also features incidents from his childhood, something which people are not aware about.

When asked if "Anna" will have someone playing now Delhi Chief Minister Arvind Kejriwal, who was once Hazare's associate during the fight, the activist said, "I don't know.

I haven't seen the film yet. As it is there is nothing much between him and me.

"My road is of struggle and I will continue to follow that path for my country. I focus on my work," he said.

Hazare started a hunger strike in April 2011 to exert pressure on the Indian government for Jan Lokpal Bill, an ombudsman with the power to deal with corruption in public places.

The activist said he is ready to protest again if the Lokpal Bill doesn't get passed in the near future.

"If the Lokpal bill doesn't happen then again I will head to Ramlila Maidan," he said.

UP govt with three-and-a-half chief ministers has failed: Amit Shah

BJP national president Amit Shah Monday attacked the Uttar Pradesh government, “run by three and a half chief ministers”, of having “failed” to maintain law and order in the state and termed the fiasco over the on-off merger of Quami Ekta Dal into the Samajwadi Party as “a drama between the uncle and nephew”.

Addressing BJP’s booth-level workers from Awadh region in Barabanki, Shah said the ruling party’s politics was “based on people like Mukhtars and Atiqs”, referring to gangster-turned-politicians Mukhtar Ansari (QED founder) and Atiq Ahmed (former SP MP).

“Recently the CM’s uncle (Shivpal Yadav) merged Mukhtar’s party into SP, which angered the nephew (Akhilesh). Ye chacha-bhatija ki noorakushti kahin aur karo, Uttar Pradesh ki janata sab samajh chuki hai (play this drama of shadow boxing somewhere else, the people of Uttar Pradesh knows everything now),” Shah said, and questioned Akhilesh’s stance on Mukhtar.

“You say you will not take Mukhtar Ansari into your party fold, then what will you do about Atiq Ahmed? Will you also remove him from the party? SP is full of Mukhtars and Atiqs,” he said.

Targeting the state government over the land and order issue, Shah alleged that the “exodus” of Hindus from Kairana and Kandhla towns of Shamli was “happening across the state”.

“This (alleged exodus) is not taking place only in Kairana but in the entire state. The issue is related to law and order. Will (US President Barack) Obama handle the law and order here. Akhilesh ji, it is your responsibility to maintain law and order,” he said, adding that “only corruption prevailed in the state”.

If a person goes to a police station with his complaint, his caste and community is asked first, Shah claimed and asked the gathering if it was “ready to tolerate this”. “Jobs and laptops are provided to people of one particular caste and one community. Where will others go? They all will come to BJP,” he said and reminded people of Prime MinisterNarendra Modi’s slogan of ‘sabka saath-sabka vikas’.

The BJP leader said his party will raise the violent clash between police and encroachers in Mathura’s Jawahar Bagh during its campaign for the assembly elections next year.

“Akhilesh ji, you do not consider Mathura incident an issue. A government land remains in the illegal possession of some people for over two years under the patronage of a senior minister of your cabinet and two police officers get killed (in the eviction drive). Still you do not consider it an issue. When you could not protect the police, how will you protect the people of UP?” Shah said.

He termed Mathura violence “a shameful incident”, which BJP will “take it to the public”. “Every inch of land that the SP workers have grabbed, BJP workers will fight against those. It will be an election issue for the BJP,” he said and claimed to have received “more than 1,200 complaints of land grabbing in UP”.

Seeking public support for the state elections next year, Shah said he has told people in Gujarat that Modi now belongs to UP as he is an MP from Varanasi and is responsible for the state’s development. “The country is growing but UP is lagging behind in progress because the benefits of Centre’s schemes are not reaching to the people here,” Shah alleged.

“I want to ask Akhileshji where the additional Rs 2 lakh crore that Modiji gave has gone. I want to tell you why the money did not reach you (people). Every state has one chief minister, but in UP there are three-and-a-half Chief Ministers if you take into account his father (Mulayam) and uncle besides Mohd Azam Khan,” he said.

He said that without “change of power”, UP will not progress.

Shah non-committal on CM candidate

BJP president Amit Shah was Monday non-committal on whether the party will project anybody as Chief Ministerial candidate for the 2017 Assembly polls in UP even as he acknowledged that the elections in the state have a special significance. “It is said that route to Delhi passes through Lucknow. It is the biggest and most populated state in the country,” the BJP chief said at a conclave ‘Badhega Pradesh to Banega Desh’ organised by Jagran.

BCCI announces schedule for New Zealand series

The historic Green Park stadium in Kanpur will host the first Test between India and New Zealand from September 22, beginning a 13-Test 2016-17 home season of cricket for India, which also includes visits by England, Australia and Bangladesh. New Zealand's three-match series will then move to new-Test venue Indore for the second game before rounding off the Test series at the Eden Gardens in Kolkata.

The Test series will be followed by five One-Day Internationals (ODI) at Dharamsala, New Delhi, Mohali, Ranchi and Visakhapatnam, a BCCI release confirmed. The tour will culminate on October 29.

India's home season will include 13 Tests, eight ODIs and three Twenty20 Internationals. The thirteen Tests in the season also equals the record for the highest number of home Tests in a season; the previous time these many games were held was in 1979-80, also in India.

New Zealand last visited India for a Test series in 2012, when they lost the Test series 0-2 but won the two-match T20I series 1-0.

Hindu refugees from Pakistan will become Indian citizens on August 15

Ostracised in Pakistan,Bangladesh and Afghanistan, the 2 lakh odd Hindus had no option but to come to India. Minister for Home Affairs, Rajnath Singh who had promised to grant the refugees citizenship has instructed that the same be done by August 15.

Officials from the home ministry were directed to hold discussions with the states where theHindu refugees have settled. In the discussion held with the states it was said that the process of giving the Hindu refugees Indian citizenship or long term visas must be completed by August 15 this year.

A month long camp in the states of Gujarat, Rajasthan, Madhya Pradesh, Uttar Pradesh, Chattisgarh, Maharashtra and Delhi is being organised. Apart from citizenship the refugees are also likely to be given Pan, Adhar and Voter cards.

Further facilities to enable these persons to be self employed is also being considered. The state and the centre would jointly work on these issues.

The BJP had prior to the Parliamentary elections raised this issue. It had promised to address the problems of the Hindu refugees. It had also said that India is the natural home for these Hindus who have been tortured in countries such as Afghanistan, Bangladesh and Pakistan.

In Bangladesh and Pakistan, the Hindus faced the highest religious persecution. With Pakistan and Bangladesh upping a radical approach considerably, most of the Hindus in those countries have left out of fear and reached India.

The Indian government has decided that it would cater to all of them and give them the legal status to remain in India. Further an amendment to the Citizenship Act of 1955 will also give these persons the right to claim Indian citizenship.

There are radical groups that have targeted them several times. Worse they are looked down upon and treated as outsiders. While many dealt with being treated as outsiders, the trouble began when the radicals started to target them.

Most of them left Pakistan and Bangladesh and took refuge in India. There is a sense of fear, panic and insecurity among many. They feel that they are in no man's land. The government which has been talking tough on illegal immigration from Bangladesh has decided that it was time to make a difference and the protect the Hindus from Bangladesh and Pakistan.

Officials say that it is a humanitarian approach and not driven by any agenda. We do not want them to feel suffocated and insecure. The proposal now is to amend the Citizens Act. Provisions of the Citizen's Act, Passport Act and Foreigners Act would be amended. Once these amendments come into force, these persons will not longer be called as illegal immigrants. They would also have the right to apply for Indian citizenship.

7th Pay Commission: Implementation soon! Cabinet to decide on final report tomorrow

The Union Cabinet is likely to accept on Wednesday (June 29) the report of the Committee of Secretaries headed by Cabinet Secretary P K Sinha on the recommendations of the Seventh Pay Commission.
The implementation of Seventh Pay Commission would hike the salaries and allowances for over 1 crore government employees and pensioners by at least 23.5 percent. The Seventh Pay Commission report will be effective from January 1.
As per PTI report,  the Committee of Secretaries headed by Cabinet Secretary P K Sinha has already submitted its report on the recommendations of the Seventh Pay Commission to the Finance Ministry.
Based on the panel’s report, the Finance Ministry is preparing a Cabinet note and the issue may come up for approval by the Cabinet as early as June 29.
The government had in January set up a high-powered panel headed by Cabinet Secretary to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of nearly 50 lakh central government employees and 58 lakh pensioners.
The Pay Commission had recommended 23.55 percent overall hike in salaries, allowances and pension involving an additional burden of Rs 1.02 lakh crore or nearly 0.7 percent of the GDP.
The panel recommended a 14.27 percent increase in basic pay, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 percent hike which the government doubled while implementing it in 2008.
The 23.55 percent increase includes hike in allowances.
The entry level pay has been recommended to be raised to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000.
Meanwhile, PTI has also reported quoting sources that the secretaries’ panel may have recommended higher pay increase, with minimum entry level pay at Rs 23,500 a month and maximum salary of Rs 3.25 lakh.
 While the Budget for 2016-17 fiscal did not provide an explicit provision for implementation of the 7th Pay Commission, the government had said the once-in-a-decade pay hike for government employees has been built in as interim allocation for different ministries. Around Rs 70,000 crore has been provisioned for it.

Euro 2016: Iceland stun England in one of greatest ever shocks

 England were dealt a humiliating 2-1 defeat by minnows Iceland on Monday as Roy Hodgson`s side crashed out of Euro 2016 in one of the most stunning upsets in the history of the game.
Ragnar Sigurdsson cancelled out Wayne Rooney`s fourth-minute opener before Kolbeinn Sigthorsson`s tame shot squirmed past England goalkeeper Joe Hart for an 18th-minute winner.
Three days on from Britain`s vote to leave the European Union, England followed the country`s lead by exiting Europe, their quest for a first title since the 1966 World Cup doomed to continue.
It ranked alongside their 1-0 loss to the part-timers of the United States at the 1950 World Cup and sent Iceland, appearing at their first major tournament, into a glamour quarter-final with hosts France.
England manager Roy Hodgson is now almost certain to lose his job, with Football Association chairman Greg Dyke having said recently that the team would have to "do well" in France for him to be offered a new contract.
Ironically, Hodgson`s fate was sealed by his former protege Lars Lagerback -- Iceland`s joint coach alongside Heimir Hallgrimsson -- who began his coaching career under the Englishman`s tutelage in Sweden in the late 1970s.
As expected, Hodgson made six changes to his starting XI at a muggy Stade de Nice, which included a recall for Raheem Sterling.
The Manchester City forward was criticised for some insipid group-stage displays, but he made an excellent start, racing onto Daniel Sturridge`s fine pass and drawing a foul from Iceland goalkeeper Hannes Halldorsson.
Rooney planted the penalty into the bottom-left corner to crown his 115th England appearance -- which tied David Beckham`s record for an outfield player -- with a 53rd international goal.Remarkably, his side`s lead was to last only 34 seconds.
Hodgson had warned of the dangers of Aron Gunnarsson`s long throw-ins prior to the game, but from the Iceland captain`s right-wing missile, Kari Arnason headed the ball on and Sigurdsson charged in behind a dosing Kyle Walker to volley home from close range.
It drew a roar from the blue-shirted fans in the Iceland end and after Dele Alli and Harry Kane had fired narrowly over for England, they were screaming with disbelief in the 18th minute.
Gylfi Sigurdsson and Jon Dadi Bodvarsson worked the ball to Sigthorsson and with England`s defenders standing off, the Nantes striker rolled a shot goal-wards that Hart could only palm into his bottom-left corner.
Having also allowed a Gareth Bale free-kick to squirm past him in the 2-1 win over Wales, it was the City goalkeeper`s second major blunder of the tournament.
Kane threatened to provide an immediate riposte with a stinging volley that was brilliantly palmed over by Halldorsson, but in the main Hodgson`s men were reduced to long-range potshots.
Hodgson made two attacking changes -- Jack Wilshere replacing Eric Dier at half-time, Jamie Vardy taking Sterling`s place on the hour -- but despite their firepower, there was no craft whatsoever to England`s approach play.
Had Ragnar Sigurdsson`s overhead bicycle kick not flown straight at Hart early in the second half, meanwhile, England would have had a mountain to climb.
But Sigthorsson`s goal was to prove enough, with Alli hooking over and Kane heading straight at Halldorsson before the final whistle brought England`s players to their knees and sent the Iceland bench tearing onto the pitch in celebration.

Google pays musical tribute to Bollywood legend RD Burman on his 77th birth anniversary!

 The Indian film industry has witnessed many legends in its time, but there's one luminary who invariably stands out.
Bollywood music is gaining momentum and slowly expanding its reach across borders. However, if there's someone who has truly established a definition for Bollywood music, it's none other than the highly celebrated music composer and singer par excellence, the late RD Burman.
Fondly called Pancham Da by his fans and followers, Burman's music literally became something Bollywood was and is till date, identified by.
Today, 27th June, 2016, marks his 77th birth anniversary and search engine giant Google, not one to forget, has adorned its homepage with its trademark doodle, as a tribute to the late maestro.
Capturing the true essence of the mood of his compositions and the era which can befittingly be called Pancham Da's own, Google has come up with a vibrant doodle, showing RD Burman's smiling face in front of a colourful backdrop depicting a few of the famous songs and films he worked on.
The doodle's texture is like a painting, which makes it even more attractive.
Known for being highly experimental with his compositions, Pancham Da revolutionised Bollywood music, with his songs for films like Kati Patang, Hare Rama Hare Krishna, Amar Prem, Caravan, Sholay and Yaadon Ki Baaraat among other masterpieces, which till today remain an inspiration for many new-age music composers.
RD Burman died in 1994, following a prolonged illness. The last movie he worked on as a music composer was 1942: A Love Story starring Anil Kapoor and Manisha Koirala in the lead, which was released after his death in 1994, thereby earning him a posthumous Filmfare Award for the same.

Wanted gangster Kumar Pillai, held in Singapore, extradited to Mumbai

Gangster Kumar Pillai was on Monday brought in Mumbai from Singapore where he was arrested in February.
A police team carrying Pillai landed at the international airport at around 10 pm on a flight from Singapore after the formalities of his extradition were successfully completed.
The wanted gangster had been taken into custody in Singapore after a Red Corner Notice (RCN) was issued against him by Interpol.
A police officer said that local cops mainly relied on a set of Pillai`s fingerprints, taken nearly 26 years ago, while preparing dossiers seeking his extradition.
The gangster has several cases against him in Mumbai, including murder, attempt to murder, extortion etc.
Before fleeing Mumbai in the 1990s, Pillai was arrested only once and later jumped bail.
Eastern suburbs of Vikhroli and Bhandup were used to be his strongholds where he started his criminal career and subsequently graduated into a dreaded gangster who used to extort money from builders in the suburbs.
Sources said the crime branch officials strongly believed that Pillai had had links with the Liberation Tigers of Tamil Eelam (LTTE).

Fans, President, Maradona Want Messi to Reconsider

Lionel Messi arrived back in Argentina on Monday and avoided commenting on his abrupt resignation from the national team after losing the Copa America final to Chile.

Dozens of emotional fans wearing the white and sky-blue striped jerseys of the national team, adorned with Messi's number 10, waited in the rain for the team to arrive back from the tournament in the United States.

Some followed the team bus along the road leading from the airport to the Argentine Football Association complex. They waved flags, chanted" ''Messi is not leaving!" and carried banners. One of them read: "Messi: I love you more than I love my mom."

Although Messi could not be seen on the bus, AFA spokesman Ernesto Cherquis Bialo confirmed to The Associated Press that he had arrived in Buenos Aires with the rest of the team.

Some fans, players, and even Argentina's president and the country's greatest player Diego Maradona asked Messi to reconsider. Other supporters on Monday were simply sad that one of the all-time greats is departing the national team prematurely.
Messi shocked Argentina and the whole world with his unexpected resignation after Chile defeated Argentina 4-2 on penalties after a 0-0 draw on Sunday.

"The national team is over for me," Messi Told the Argentine network TyC Sports. "It's been four finals, it's not meant for me. I tried. It was the thing I wanted the most, but I couldn't get it, so I think it's over."

Messi lifted Argentina's first penalty kick over the crossbar, setting the stage for another loss in a final. Messi and Argentina lost to Brazil in the 2007 Copa final and to Germany in extra time in the 2014 World Cup final. They lost last year's Copa final to host Chile on penalty kicks after a 0-0 draw.

"I imagine it was a very hard blow," Barcelona teammate Gerard Pique said. "I know how competitive he is. He will recover from this."

Messi moved to Barcelona in 2001 when he was 13, producing lots of hardware for the Catalan club. But many fans at home have criticized him for not leading the nation to a World Cup title, as Diego Maradona did in 1986.

"On top of everything, I missed the penalty kick," Messi told TyC. "I think this is best for everyone. First of all for me, and then for everyone. I think there are a lot of people who want this, who obviously are not satisfied, as we are not satisfied reaching a final and not winning it."

Fans also gathered outside the downtown office of the Argentine Football Association, many torn by Messi's promised departure.

"I feel an enormous sadness, it tears my heart in two," said 29-year-old Juan Pablo Pinasco. "It was the cup that he (Messi) had to win, more than anything it is something that he deserves and I just don't want him to leave the national team."

Another Argentine was more critical of Messi.

"He is the best, he is the best outside (of Argentina) but he just has no luck here," Guido Stanchi said. "That's it, he's got to go. The team doesn't help him. Now there has to be a change. Let some new players come, ones that have a bit more will."

Sergio Romero, Argentina's goalkeeper, said Messi spoke in the heat of the moment and he wants him to reconsider.

"It's sad because once again a beautiful chance slipped away," Romero said.

Argentine President Mauricio Macri said on Twitter that "more than ever I feel great pride for our team. I hope we can continue to have the joy of seeing the world's best player for many years."

Macri, a former president of Boca Juniors, one of Argentina's top soccer clubs, ended his tweet with the hashtag #NoTeVayasLio (#Don'tLeaveLio), which became a global trending topic and even a playlist on Spotify on Monday.

Before the Copa America, Maradona had some criticisms of Messi. "He's a great person, but he has no personality. He doesn't have the personality to be a leader," he told Brazil's Pele during an event in Paris. But on Monday, Maradona struck a paternal tone and said Messi must stay with the team and win it all.

"He has to continue!" Maradona told the site of local La Nacion newspaper. "He must go on because he has it in him and will last for a long while, because he will reach Russia in conditions to become world champion."

Argentina's next competitive match is a World Cup qualifier against Uruguay in September, and the top-ranked Albiceleste are considered among the early favorites to win the 2018 World Cup in Russia.

Argentina won the World Cup in 1978 and 1986, but took its last major title in 1993 with the Copa America.

Messi, who turned 29 on Friday, won under-20 and Olympic (under-23) titles with Argentina. He has led Barcelona to four Champions League and eight Spanish league titles, scoring 453 competitive goals in 531 games, including a La Liga-record 312.

He is the national team's career leading scorer with 55 goals in 113 international appearances.

"That's it, I've already tried enough," he told TyC. "It pains me more than anyone not being able to be a champion with Argentina, but that's the way it is. It wasn't meant to be, and unfortunately I leave without having achieved it."

MCDONALD'S TO INVEST RS 700-750 CRORE TO EXPAND IN INDIA

McDonald's is planning to invest Rs 700-750 crore over the next few years to expand its chain in India, especially in emerging cities and towns, a senior company official revealed recently. 
The global fast food chain's vegetarian menu, specifically designed for India, has also found takers in Singapore and the Middle East, Ranjith Paliat, Vice-President, business operations, McDonald's India (West and South), said. He added Indian food items like samosa or dosa on the McDonald menu would depend on customer feedback.

India will have to be alert, conscious all the time with Pak

 Having taken risky initiatives, Prime Minister Narendra Modi today said India will have to be "alert and conscious" all the time but wondered with whom in Pakistan red lines can be drawn for conducting talks--with the elected government or "other actors".
He also said that India would have to drive home the advantage on the fact that the world is now convinced of its views on terrorism from across the border by continuing to put forth its views on this matter.
"The first thing is that with whom in Pakistan you will decide about laxman rekha--with an elected government or with other actors. So India will have to be alert and conscious all the time. There should not be any laxity and negligence," he told Times Now channel.
Modi was asked what is the 'lakshman rekha' for holding talks Pakistan because in 2014 it was said it will be only talks between the two countries and not with Hurriyat, the second was 26/11 and now Pathankot.
He said because of his consistent efforts like the visit to Lahore or inviting the Pakistan Prime Minister here that he no rpt no longer has to convince the world about India's stand on terrorism.
"The world in one voice is praising India's role.
Pakistan is finding it difficult to answer. The world is watching. If we remain an obstacle then we will have to convince the world that we are not like this.
"Earlier the world would not buy India's theory on terrorism and sometime it would even treat it as out law and order problem. Now the whole world is accepting what India says on terrorism. It is accepting the loss caused to India by terorrism, the loss caused to humanity by terrorism. I believe India will have to continue putting forth its view on this matter," the prime minister said.

Naxalism will be rooted out soon: Rajnath

Rooting for complete eradication of Naxalism from the country, Union Home Minister Rajnath Singh today hoped that Jharkhand becomes the first state to be freed of extremism among other Naxal-affected states. 

"Solution to the Maoist problem in Jharkhand will be found," Singh said, adding that he was convinced of the capability of Jharkhand Jaguar (special force) to root out Naxalism. Addressing jawans after inaugurating an administrative building, parade ground and other newly constructed buildings in Ranchi, Singh appreciated the valour of the Jharkhand Jaguar force. 

He said that the martyrs not only shed blood for Jharkhand but also for the country. He said even a single incident of killing in the hands of extremists had pained him and Prime Minister Narendra Modi. Emphasising that infrastructure should be adequate so that the forces would not face difficulties, Singh regretted that the special infrastructure scheme (SIS) had been stopped two years ago.

Baahubali 2: Prabhas, Rana Daggubati to fight it out with X-Men fighters on a Rs 30 crore set

And now it has been confirmed that a major ​climax ​fight sequence​ featuringPrabhas and Rana Daggubati​ ​will be shot in a ​whopping ​Rs ​3​0 crore set.​ The makers have roped in many Hollywood stuntmen to work in the upcoming mega-budget film. Reportedly, the stuntmen who had worked in Hollywood films like X-Men, Troy and300are​​ signed on to battle it out in the expensive sets of the film.​

The makers are planning to​ complete​​ the ​epic climax ​shoot by October​ end.Baahubali 2​ ​is scheduled to hit the theaters on 14 April, 2017.

Assam: Majuli to become India’s first river island district

A river island in Assam has been rewarded for electing the head of the state’s first BJP-led government. 

The Sarbananda Sonowal ministry, in its first cabinet meeting since taking charge on May 24, decided on Monday to grant district status to Majuli, a 400sqkm island in the river Brahmaputra. 

Sonowal had won the assembly election this year from Majuli, a constituency reserved for scheduled tribes. 

The erosion-troubled Majuli, now a sub-division of Jorhat district, will become the 34th district of Assam. 

“We have decided to elevate Majuli to a district so that people do not have to take a boat every time they need to approach the district administration,” state excise minister Parimal Suklabaidya said after the meeting. 

The cabinet, he said, also decided to regularise some 10,000 teachers who were facing uncertainty despite having passed the Teachers’ Eligibility Test (TET). 

The decision coincided with 7,234 TET teachers joining duty in schools across 10 districts. They had been posted a week ago through computerised random lottery. 

Majuli, inhabited mostly by Mishing tribal people, has been the hub of Assamese neo-Vaishnavite culture that 15th century saint-reformer Srimanta Sankardeva had initiated. 

The island had some 65 satras or monasteries adhering to Vaishnavism, but a large number relocated to the mainland after being washed away. 

The main surviving satras include Dakhinpat, Garamurh, Auniati, Kamalabari and Bengenaati.

New Generation Maruti Suzuki Swift is Edgy and Powerful

More details are now emerging on how the 2017 Suzuki Swift will be a slightly different vehicle than the current model. Different how you ask? Well to begin with, the car will be a lot lighter than the current 3rd generation Swift, and yet it will be about 50mm longer. The lighter weight can be attributed to the use of Suzuki's new global platform that has spawned the Baleno and Ignis.

The next-gen Swift will also be more of a hot hatch - because Suzuki believes there is room in its global (read European) portfolio for a more performance oriented compact car. The Baleno allows Suzuki to now address the 'sensible' family hatch buyer - giving it more room to play with an edgier Swift. We will get to see the new production car (as a 2017 model) at the Paris Motor Show in October this year, where it will make its global debut. That is fitting considering the very successful 2nd generation car also broke cover there in 2004. 

Also confirmed from a source in Suzuki Europe - the new Swift will feature 3 new engines. The first will be a tweaked version of the 1 litre, 3 cylinder Boosterjet engine that powers the Baleno RS/Ignis (and likely soon will power the Vitara Brezza's petrol variant too). 

The new Swift will also have a 1.2 K-Series engine in a new generation and subsequently get the 1.4 litre 140 bhp (4 cylinder) petrol for its Sport avatar that will only be produced as a 2018 model. This is basically the lineup Suzuki will offer in Europe. In India we are likely to get the first two and also the 1.3 litre diesel of course. India will be key to the new Swift's plan - as it will be made for domestic and export markets like the current car is. It will however add export markets - even though Suzuki's Hungary plant will make the car for Europe. It is also likely that the car will be shipped to Japan from the Indian manufacturing at Gujarat by 2018.   

The Swift (and its Sport variant in Europe) have already garnered that image which can be further honed - hence the reason to build the Baleno as the family car and not the next gen Swift - in case you're wondering. The new Swift will also carry a more rakish design. We had already showed you theleaked sketches of the next Swift and so some details of its look are already known. Its almost like Suzuki sent the current Swift for a massive makeover to the styling department at Subaru!
